COVID Support

Fast Rollout

“Protecting the safety of all those who travel and work on railway systems worldwide.”

Ensuring the safe and efficient movement of people and freight by rail.

Formed in 1912, and headquartered in London, the Institution of Railway Signal Engineers aims to advance the science and practice of train control and communications engineering within the industry, and to maintain high standards of knowledge and competence within the profession. Its 5,000 members are active worldwide, with approximately 50% of the membership based outside the UK.

As part of its remit, IRSE offers an Advanced Diploma in Railway Control Engineering, which is one route to corporate membership of the Institution. Traditionally this qualification had been assessed via in-person examination, however, when the COVID pandemic hit, IRSE contacted Titus in order to develop an online solution to deliver the course and assess students online.

Titus provided a custom fully-managed Moodle solution, delivering to a tight schedule in order to meet the upcoming examination deadlines, and incorporating some additional security features to enable remote invigilation. In addition, we delivered a comprehensive training programme for IRSE staff prior to launch to ensure their proficiency in the standard and additional functionality.

Our work with IRSE allowed their Diploma students to continue studying and undergoing assessment despite the disruption caused by the COVID pandemic.

Rapid rollout

Titus was able to expedite the design and delivery of the IRSE Moodle, using the Titus Delivery Framework to progress multiple workflow items concurrently, in order to launch before the first cohort was due to be examined.

As a result, approximately 20 candidates studying for the Advanced Diploma in Railway Control Engineering were able to complete their examination without delay, despite the move from in-person to remote testing.

Online invigilation

One key challenge for IRSE was, in the absence of physical exam centres, how to ensure that examinations were properly invigilated.

Titus was able to provide IRSE with Moodle plugins which enabled online proctoring via screen monitoring technology, alongside anti-plagiarism software to review submissions.

Greater reach

With a working system in Moodle to replicate the same stringent examination conditions students would experience in the test centres, IRSE were able to make their exams available to a wider pool of candidates.

As a result, in 2022 the Institution delivered examinations to a total of 400 candidates, reaching individuals who would previously not have been able to access a physical test centre.
